The obvious way to run a student programme is to accept any address ending in .edu and grant it automatically. That works in the United States and almost nowhere else.
The United Kingdom uses .ac.uk, Australia .edu.au, and a great deal of continental Europe uses ordinary national domains — a student at Leipzig has an address at uni-leipzig.de, which no pattern short of a paid verification service recognises. A rule strict enough to grant automatically would turn away most of the world’s students.
So every application is read by a person. Recognised domains go through quickly; everything else gets looked at rather than rejected. Grants run twelve months, and you re-apply while you are still enrolled.
